Costa Rica to Open Three New Urban Natural Parks in San José

Costa Rica will soon establish three new natural urban parks in the Greater San José area, according to Franz Tattenbach, Minister of Environment and Energy. The former Simón Bolívar Zoo in San José, the Lorne Ross Conservation Center in Santa Ana, and the former INBioparque in Santo Domingo are set to receive this new designation, aiming to enhance green spaces within urban areas. “By means of an executive decree, we will officially designate these areas as urban natural parks,” Tattenbach stated. “This designation will protect these areas by classifying them within a wilderness category, as part of protected wild areas, even though they are within the city. This step is vital to prevent future development,” he added. Introduced under Executive Decree 42742-MINAE on February 24, 2021, the urban natural park concept describes geographic areas with significant scenic, biological, recreational, and ecotourism value, focusing on...

Costa Rica Struggles to Protect Nature Amid Budget Cuts

Costa Rica’s natural heritage is in danger. The National System of Conservation Areas (SINAC) is facing its largest reduction in personnel and budget over the last four years. SINAC oversees 25% of the country’s terrestrial territory and 30% of its marine territory, which are designated as protected areas. According to the institution, 152 protected areas are directly managed by just 517 staff members. This equates to one official being responsible for approximately 347 km². Between 2020 and 2021, while the area of protected land increased by 524%, the institutional budget decreased by 37%, and the hours dedicated to control and protection efforts dropped by 70.2%. From 2020 to 2023, the workforce was reduced by 6%, and the budget continued to shrink, with a 42% reduction in 2024 compared to 2020. The rising number of tourists visiting the country, the growing threat of drug trafficking , and the continual decrease in SINAC’s budget and resources pose significant risks to the well-be...

Costa Rica October Gardening Guide: Planting in the Rain

Image
The weather in most of Costa Rica will remain much the same for October: more rain and then more rain. For gardeners, the heavy rains represent an added challenge when growing food crops. Torrential rains and high humidity place heavy stress on plants and cause numerous plant ailments. Here are some suggestions to help you continue gardening successfully during these rainy months. Perhaps the most ecological solution to gardening in the rainy season is to select crops that do well in rainy weather. A number of hardy garden vegetables, as well as shrubs and wild plants, can provide an abundance of food for the table at this time of the year. Squashes, sweet potatoes , cabbage, kale, collards, endive, chives, mustard and New Zealand spinach are my favorite rainy-season food crops. Perennial bushes can also provide a steady source of leafy greens for salads. The popular hedgerow hibiscus ( Hibiscus rosa-sinensis ), known as amapola in Spanish, provides nutritious edible leaves and flow...

Venezuelan Migrants Face Hardship on Costa Rican Streets

For the past couple years in Costa Rica, there have been two types of people panhandling for money at busy intersections: Venezuelans, and everybody else. In the past 2 years there has been a steady stream of migrants escaping the ruinous policies of a country run by a half bright ex-bus driver, policies that have turned a once prosperous democracy into a dictatorship where the military and those close to the ruling party prosper while the masses struggle to put food on the table. The numbers are staggering: Since January 1, 2023, about half a million Venezuelans have made the treacherous crossing of the Darien Gap into Panama, with the vast majority eventually finding their way into Costa Rica . While there are almost 30,000 Venezuelans now living legally here, most are stuck in a no man’s land, unable to make it to their dream destination of the US, and unwilling to return to their blighted home country. Anyone living in an urban area has seen them holding the brown cardboard placa...

Costa Rica Faces Backlash Over Crucitas Open-Pit Gold Mining Plan

The Costa Rican government announced a proposal to exploit open-pit gold mining in Crucitas , San Carlos. The proposal is based on an “upward auction” process, starting from a minimum rate per ounce of gold, to maximize economic returns for the country. According to the Association of Geologists, gold from the site would be worth between $2.6 billion and $3 billion. However, environmental organizations announced their total opposition and plans to block the proposal. They pointed out that forests, water, biodiversity, and environmental services are priceless, and they are willing to put up a fight to protect them. “I call on the deputies to maintain the coherence of being a country that has chosen an image and model of sustainable development, where extraction has no place. To allow the Crucitas mine is to return to the time of the caves, especially when we are all clear that the true wealth of a country is not its gold or oil, but its biological diversity,” said Fabián Pacheco of th...

Biodiversity Crisis Looms as Nations Delay Action Plans

Fewer than 15 percent of countries have submitted plans to slow the destruction of nature ahead of a global biodiversity summit in Colombia, according to a count shared by the United Nations on Wednesday. This alarming statistic highlights the urgent need for concerted action as the world grapples with a biodiversity crisis that threatens the very fabric of our ecosystems. The 196 country members of the UN’s Convention on Biological Diversity ( CBD ) had adopted a comprehensive framework in 2022, which includes 23 ambitious targets aimed at “halting and reversing” the loss of nature by 2030. This framework, known as the Kunming-Montreal Global Biodiversity Framework, was established during a significant meeting in Canada and outlines critical steps for countries to take in order to protect our planet’s biodiversity. According to UN data, approximately a quarter of assessed animal and plant species are currently threatened, with about a million species facing extinction within decades...

Tourism, Airlines Oppose Costa Rica’s Low-Cost Flight Proposal

A bill to promote low-cost flights between Costa Rica and Central America was approved in its first debate by the Legislative Assembly. The bill proposes a reduction in airport fees and charges for flights between Costa Rica and other Central American countries. However, several tourism organizations and airlines have voiced opposition to the bill, arguing it would harm Costa Rica’s air transport sector and foster unfair competition. Among the groups opposed to the bill are the Costa Rican Airline Association (ALA), the Latin American and Caribbean Air Transport Association (ALTA), and the International Air Transport Association (IATA). “The industry believes that there are other ways to promote intra-regional traffic, such as reducing rates and charges without tariff caps. To discuss this, we have requested a meeting with the deputy who proposed the law, the deputy heads of faction, and other authorities in Costa Rica to explore alternative solutions,” said Peter Cerdas, IATA Regio...

A Football Day Interrupted by a Snake Discovery in Costa Rica

Last Sunday I was in full dad-football mode. The NFL teams that I actually care about had both lost horribly earlier in the afternoon, and I had transferred my attention to a game where I had no rooting interest whatsoever. What I did have, were my feet kicked up and a cold beer at my side, so I was quite content. While I was lazily watching a football game, my wife, who has recently decided to be a full-on plant lady, was in the front yard doing a bunch of wheelbarrow, dirt, and shovel-based activities. At some point I vaguely hear her outside repeating some word, but my interest in the football outweighed my interest in finding out what that word was. A few seconds later she flings the front door open and decares, “Snake!” This isn’t the first time this has happened. In the time since she started playing with plants, she has sounded the snake alarm several times, pulling me outside to remove boas , Central American lyre snakes , and banded cat-eyed snakes. This time she directed my...

6.6 Magnitude Earthquake Rocks Costa Rica’s Guanacaste Province

Yesterday, a strong earthquake shook the province of Guanacaste at about 11:43 a.m. The Volcanological and Seismological Observatory of Costa Rica (OVSICORI) reported that the earthquake had a magnitude of 6.6, with its epicenter 60 kilometers west of Tamarindo. OVSICORI later reported a second tremor at 12:12 p.m., with a magnitude of 5.2 and an epicenter in the same place. Through social media, Costa Ricans shared their reports, which showed that the earthquake was felt in different areas of the country. The Observatory reported that more than 53 seismic events have been registered since yesterday’s earthquake. “The OVSICORI has located a little more than 53 events that are part of the seismic sequence developing off the coast of Tamarindo, in Santa Cruz de Guanacaste. Let’s remember that this sequence started today at 11:43 a.m. with an earthquake of magnitude 6.6, which was widely felt not only by the population of the Nicoya Peninsula but also in the Central Valley,” the instit...

Bolt Ride-Hailing App Plans to Launch in Costa Rica

Costa Rica will soon welcome a new transportation services platform. Bolt , which operates in Europe and Africa, has announced its entry into the national market. “Bolt’s entry into the Costa Rican market marks a significant milestone in the company’s Latin American expansion strategy,” the company stated. The platform plans to launch with over 500 drivers and no commissions for the first six months. Similar to Uber and Didi, it connects drivers with customers. “Bolt allows customers to conveniently request a driver to pick them up at their location and take them to their destination quickly, reliably, and affordably. Drivers registered on the platform can earn money by accepting transportation requests through the app,” added the Estonian company. To become a Bolt driver, one must own a car and have the necessary licenses as required by local regulations. “Our mission goes beyond increasing driver income; we aim to generate demand through competitive pricing,” the company said. Acc...

Public Participation in Wildlife Conservation in Costa Rica

Image
A senior citizen couple. A father and his ten-year-old son. A mom and her adult kids from the United States. A retired couple who recently moved to a beach town in Costa Rica. My mom. I think it’s safe to say that these are not the type of people that one typically brings to mind when they’re imagining folks who are carrying out a wildlife monitoring project in the tropical dry forest of Costa Rica. Yet, over the last few months, those are descriptions of just a few of the people who strapped on some rubber boots and struck out into the forest to review camera traps with me. Since July, I’ve invited the public to participate in a wildlife monitoring project using camera traps that is a collaboration between my organization, Guanacaste Wildlife Monitoring , and a protected area in the Guanacaste Conservation Area called Estación Experimental Forestal Horizontes , or more simply, Horizontes. Traditionally, camera trap usage in Costa Rica has been the domain of academics and wildlife r...

Legal Troubles as an Expat in Costa Rica: The Story of George

By my second decade of living in Costa Rica, I had begun to ‘pay it forward’ with newcomers to Costa Rica. Just as I had once been a rookie and had sought the advice of long-time expats and worldly Ticos about life here, so it became my turn to assist recent arrivals navigate the life-changing decision to relocate to a land where both the culture and language were foreign. From the best dentist to the lawyer who would not rip you off to the best place for pizza, to the bus schedule – I was ready to answer any and all inquiries. But I can’t say I was ready for the problem that was brought to me by a guy I will call George. I had met George some months before at our local feria , where I sold baked goods. My ‘brown bread’ was popular with Euros, and George became a regular customer. He was a small, compactly built man from eastern Europe, and his intense gaze and accented English reminded me of the actor who played Dracula – Bela Lugosi. He liked to linger and chat each week, and I had...

Costa Rica Bill Proposes 3 Weeks of Paid Vacation for Workers

The Frente Amplio party has introduced a bill to increase workers’ vacation days. Currently, in Costa Rica, the Labor Code grants two weeks of vacation for every fifty weeks of continuous work with the same employer. The bill, titled the “Law for the Increase of Paid Vacation Days per Year”, proposes increasing vacation days to three weeks. On October 2, the bill was shelved after deputies Johanna Obando of the Partido Liberal Progresista (PLP), Daniel Vargas, Jorge Antonio Rojas, and David Segura of the Partido Progreso Social Democrático (the ruling party) and Nueva República voted against it in the Legal Affairs Committee. In response to the rejection of the proposal in committee, the Frente Amplio faction submitted a revised version under file No. 24,610, which incorporates the feedback received on the previous draft. “We have included the observations made on the first draft to move it forward in the Plenary. Granting an additional week of vacation would align our legislation wi...

Nicaragua’s New Legal Reforms Target Opponents and Critics

A package of legal reforms recently approved in Nicaragua is seen by experts and opponents as an attempt to “legitimize” the persecution of critics of President Daniel Ortega, both inside and outside the country. These reforms include changes to the Penal Code that allow for the prosecution of individuals who engage in actions against Ortega’s government abroad, as well as amendments to the cybercrime law, which open the door to convicting individuals for social media posts. Two other laws were also reformed: one now requires churches to pay taxes, and the other restricts the work of NGOs, which can now only operate in joint programs with state entities. (Ortega has shut down approximately 5,500 NGOs and confiscated their assets.) These initiatives “aim to create a legal framework that legitimizes new practices that violate human rights,” lawyer Camila Ormar, from the NGO Center for Justice and International Law (Cejil), said. “These reforms could be used to further intensify pers...

Costa Rica Cracks Down on Illegal Turtle Egg Trade in Osa

Authorities of the Control and Protection Program of the Osa Conservation Area (ACOSA) of Corcovado National Park, part of the National System of Conservation Areas (SINAC), detained two people carrying turtle eggs. During the night and early morning hours of September 28-29, they carried out a control operation, locating two individuals on a motorcycle. “During a search of the surrounding area, two bags were found, one containing 245 turtle eggs and the other 301 eggs in the Carate sector, specifically in the community of Piro, given the history of looting of turtle eggs in that area,” the National System of Conservation Areas stated. As reported by the Conservation Area, upon arrival at the scene, they had received confidential reports that turtle eggs were being stolen in the areas of Playa Carate and Piro. Consequently, road operations were implemented, resulting in the arrest of these two individuals. The two motorcyclists were arrested and taken to the Prosecutor’s Office of...
